Registry of claims

Every forecast, its falsification condition, and the date on which it is checked. Entries are timestamped before the date arrives; corrections made before a check date are recorded as replacements, not updates.

Failed forecasts stay on the register with the reasoning that produced them. A registry that only records successes measures nothing.
